Although, article submission is still considered as a way of creating backlinks, links from article websites are not valuable as before and if a website has over  a thousand number of links to spam article directory sites with duplicated content, it may affect the performance of the website in search engines and in its business industry. 

Main reason why Google has been strictly implementing their rules and guidelines to avoid a practice of duplicated and uninformative content of articles. Google also requires the SEO Guys to practice and implement the "what hat seo techniques" to help the search engines provide good and related results to search queries of internet users.
